HIPA Infrastructure Series:
Infrastructure is essential for modern life– it includes everything from roads, fresh water distribution, sewers, electrical lines, and much more. Hawaii’s infrastructure is under strain due to age, policy challenges, and natural disasters. How we maintain and modernize existing infrastructure, meet new infrastructure needs, and pay for it all, are questions that Hawaii must resolve.
Building on HIPA’s track record of spearheading the Report on the State of Physical Infrastructure in Hawaii I & II, which documented Hawaii’s public infrastructure needs and offered solutions to financing these issues, the Institute is releasing new, independent research and organizing timely public policy events to bring forth cutting-edge policy information and attention to Hawaii’s public infrastructure.

Research and Publication from the Series
HIPA has released a two-part report focused on Resilient Infrastructure for Shelter and Equity Bonds, a financing tool that Hawaii voters have the opportunity to authorize on the November 3rd, 2026 general election.
The first document by HIPA is a general explainer for interested voters and local stakeholders who would like to understand RISE bonds– a critical tool for the general election.
The second document is a technical memorandum, produced by HIPA in partnership with Fieldman, a licensed municipal advisor, which provides an in-depth evaluation of RISE bonds as a financing tool for those in the development community and serves as an initial road map with considerations for policymakers and county government who will be charged with implementing this resource.
